Only in Niagara: 16 km/h

Strange speed limit signs pop up all over the place in this crazy old world -- but 16 km/h? That's a kind of strangeness you can only find in St. Catharines. ;)

You can find the sign in the Garden Village Co-Op on Niagara St., just north of Laura Secord Secondary.

I can certainly understand a low speed limit in what is essentially a parking lot, but why 16??
